Jean-Marie Richard holds a Mechanical Engineering Bachelor degree, a Certificate in Quality Assurance Management, and an Aircraft Maintenance college degree. Before joining Transport Canada, he was the Assistant Quality Manager of Innotech Aviation responsible for the certification of all maintenance and modifications carried out on a variety of business jets aircraft types and the management of the Inspection Department. At Transport Canada, Mr. Richard created and managed an Aircraft Maintenance Engineer Licensing section coupled with a Continuing Airworthiness section. For seven years he was Superintendent Manufacturing responsible for the surveillance of the Quebec region manufacturers including Bombardier Aerospace, Pratt and Whitney and Bell Helicopter. Later on, he became the Regional Aircraft Maintenance Manager responsible for the surveillance of the Approved Maintenance Organisations (AMO) and the maintenance activities of the air carriers. He was also the national subject matter expert for the issue and suspension of flight authorities and trained all the new hired Civil Aviation Safety Inspectors on those subjects. In 2004, he accepted a one year assignment as the regional Aircraft Certification Division Manager responsible of the surveillance of Design Approval Delegates and Design Approve Organisations.
Mr. Richard was also responsible for the surveillance of all the enterprises required to comply with the new Safety Management Systems (SMS) regulation in the Quebec Region where he led a multidisciplinary team in carrying out SMS implementation and promote promotion. He became Quebec Regional Civil Aviation Acting Director responsible for the application of the Transport Canada surveillance program of over three hundred certificate holders in all spheres of activities including manufacturing, maintenance, flight operations, airdromes and aircraft certification. He is member of the American Society for Quality (ASQ) and the Canadian Aviation Maintenance Council (CAMC).
